Dissolving UN System Silos Is Critical for UN Conflict Prevention

On November 16, UK Ambassador Dame Barbara Woodward addressed the United Nations Security Council open debate on the maintenance of international peace and security, urging the UN system to break down silos to prevent conflict. Britain's Ambassador has made three points: To begin, a comprehensive approach to peacekeeping is required. Second, peace must be more deeply ingrained in the work of UN development bodies. Third, an international order based on the rule of law is required for a more peaceful, prosperous, and just world.

 

On the same day, senior United Nations officials spoke at the Security Council on how to prevent conflicts by closing development gaps, reducing inequality, and giving people around the world hope. Notably, closing development gaps and giving people hope can contribute to the stabilization of societies and the reduction of inequalities that fuel conflict.

 

For the past 76 years, the United Nations Security Council has served as a forum for dialogue as well as the tools and mechanisms needed for peaceful conflict resolution. The United Nations has learned more about the relationship between socioeconomic factors and conflict over the years, according to General Assembly President Abdulla Shahid. Meanwhile, the world is facing its greatest collective test since World War II, as described in the "Our Common Agenda" report. According to UN Secretary-General António Guterres, conflicts do not appear out of nowhere and are not unavoidable.
