Russian tax lawyer Sergei Magnitsky was violently killed in jail in 2009, by exposing Russian officials’ corruption. In 2012, U.S. adopted the Magnitsky Act to punish Russia involved officials.

EU, Canada and many other countries followed the step of U.S. and passed similar laws. As a member of G-7, Japan is the only sovereign nation that does not have relevant operation.

Bill Browder is CEO and was Mr. Magnitsky’s boss of Hermitage Capital Management. He emphasized on twitter on Dec. 21th.  That Japan should get back at human-rights violators.

There is tremendous pressure of opposition from Japanese administrations.  It is believed that by adopting the Magnitsky law, Japan can demonstrate its determination to safeguard human rights.
